Because the responsibilities of the Delegates are increasing, as of the 76th General Session, in May 2008, the World Assembly decided that the Delegates could appoint national Focal Points to assist them in their work on specific issues.
This is how one of the rights and responsibilities of the Delegates is the nomination of the Focal Points, which work under their authority. This means that when the different Focal Points send information to the WOAH, they do so under the authority of the Delegate. This practice applies even if they depend on other departments or ministries that are not part of the jurisdiction of the veterinary authority, since the WOAH considers, from a legal perspective, that the official Delegate is the only representative of the country.
